Why is there so much redundant staff in stores in Thailand?

What always strikes me is the amount of salespeople in stores like Big C. Homepro, Tesco, etc. Is there a reason for that? Is there some sort of social obligation on employers to hire as many staff as possible? Or are there laws for that?
