Thailand question: Does the guarantee fund of Thai Banks also apply to farang?

The guarantee fund of the Thai banks is 1.000.000 Baht. I heard today that only Thai residents can possibly claim this. Is this true or does the guarantee fund also apply to foreign bank account holders?
