My Thai stepdaughter also has Belgian nationality and lives in Belgium. Her Thai travel pass has expired, now she wants to apply for a Belgian travel pass to travel to Thailand. This isn't a problem I suppose?
My question is, can she apply for a new Thai passport once in Thailand? Can she have two travel passes, a Belgian and a Thai travel pass? However, can this cause problems in terms of loss of Thai rights in the future? Purchasing a house or land in Thailand in the future, for example?
Can someone give me a clear answer to my question?

Dear Dirk,
if your stepdaughter has the Belgian nationality, it will be no problem at all to obtain a passport in Belgium.
She can apply for and obtain a travel pass both at the Thai embassy in Brussels and in Thailand herself, she is also Thai.
It is NOT forbidden to have two.
Keep in mind that if she wants to go to Thailand with a Belgian travel pass, she must have a visa, just like any other Belgian, or else she must enter Thailand with a visa exemption, with the same restrictions regarding the period of stay.

She can return to Thailand even with her expired Thai passport.
If she still has time, she should apply for a new Thai travel pass through the Thai embassy.
She can also leave with a Belgian pass and then:
– Entering Thailand with her expired Thai passport
(I suspect she also has a Thai ID card) and renew her passport in Thailand
– Entering Thailand as a Belgian (with the corresponding restrictions / requirements in terms of period of residence)
Renewing her Thai pass dzn remains possible, of course, but leaving with this new pass …
(I would not recommend, unless it expires soon because it will be unusable for entering Thailand again)
But so: with her expired Thai passport and a Belgian ID, she can certainly return to Thailand, especially if the last flight (i.e. to BKK) departs from the Schengen zone
(e.g. Thai air from Frankfurt - flight schedule was not mentioned when asked)
I can only wish her a good flight home,
and oh yes, as for those rights in the future…. if we could predict that…

This is totally incorrect.
An expired passport” has NO VALUE anymore and she cannot get on any plane with it.
My wife has a Thai and a Dutch passport and a Thai ID card.
When checking in at Schiphol, EVA air, in early October, she had to show her Thai passport next to the Dutch passport, because the return journey was at the end of December. Of course we had not applied for a visa.
When she arrived in Thailand, her Thai passport had expired. She was told to apply for a new passport. The ID card was not asked.
For the return trip to the Netherlands, of course, checked in with her Dutch passport and without a single problem with her new Thai passport through passport control.
