The Thai authorities have asked the British to help them improve aviation safety in their country. This reports a British website about aviation.

Flight safety in Thailand has long been a concern for both the aviation authority and foreign and international organizations. The FAA and ICAO, among others, have already indicated several times that it is substandard and does not meet international requirements. The British Civil Aviation Authority International (CAAi) will train Thai colleagues to perform safety audits. About ten British experts will leave for Thailand in May.

“We are very committed to helping the Thai authorities. In 2014, almost 600.000 passengers traveled from Thailand to Great Britain. If we work together, we can improve the oversight of Thai aviation,” said Maria Rueda, director of the CAAi.

In Thailand, the aviation authority is the executor, enforcer and controller. These activities must be disconnected.

To comply with the ICAO standard, there are already plans to separate these two roles.

Although other standards are used here and there in the former Soviet Union, almost all member countries (200) follow the guidelines of the ICAO.

The ICAO strives to continuously improve its standards in order to achieve its goals.

⦁ Ensuring the safe and orderly growth of global civil aviation
⦁ Encouraging the design and use of aircraft for peaceful purposes
⦁ Encouraging the construction of airways, airfields and navigation aids for civil aviation
⦁ Meeting the need for safe, regular, efficient and affordable air transport
⦁ Preventing economic waste due to unreasonable competition
⦁ Ensure that the rights of participating countries are respected and that all participating countries have a fair opportunity to operate international airlines
⦁ Preventing discrimination between Member States
    ⦁ Encouraging safe international aviation
⦁ Encouraging all aspects of civil aviation in general.
⦁ The Chicago Convention (signed in 1944) (on civil aviation security) is also an important international treaty. Annex 17 is part of this treaty. It sets requirements for the security of civil aviation. These requirements include the obligation to check passengers and their luggage for weapons and explosives.

The last 2 lines are particularly telling. But it's a good start...
