The junta wants to take the fight against human trafficking seriously. The focus is on fishing. The junta wants to better control the sector through the registration of fishermen and vessels.

The policy intentions of the military authority can be summarized in the 'Five Ps': probation (of suspects), prevention (of crimes), protected (of people at risk of becoming victims of human trafficking), Policies (anti-trafficking measures) and partnerships (cooperation with other countries).

Songsak Saicheua, director general of the State Department's American and South Pacific Department, says more progress can be expected this year. Although bringing suspects to justice takes time, investigations are being rushed. If the country can keep the number of illegal workers in check, the risk of human trafficking will be reduced, he believes.

The fight against human trafficking has been given an extra boost by the Trafficking in Persons 2014 report from the US State Department. After being on the Tier 2 Watch list (warning) for four years, Thailand has been relegated to the Tier 3 list. An extra boost, because according to Songsak, Thailand was doing everything necessary against human trafficking.

Songsak believes the report contains "discrepancies" on many points. Tier 3 means a country is doing nothing against human trafficking, but the report acknowledges that progress has been made in prosecution and law enforcement. The report also finds that the government has improved the collection of anti-trafficking data. Nevertheless, those efforts remain insufficient given the scale of the problem, the report says.
