Vientiane is next door to me, can you also go there, from Thailand, for a life certificate or new passport?

You can already find this on the website

Renew your passport as an adult in Laos
Do you live in Laos as a Dutch national? And do you want to renew a Dutch passport? Then you can go to a Dutch embassy or consulate-general in another country. For example, you can apply for the passport in Thailand.

Dutch people who live in Laos are therefore already referred to Thailand, among others.
I would be surprised if they accept Dutch people who live in Thailand for those services.
I understand that it is close, but are you really going to buy a visa for Laos and a re-entry for Thailand for your life certificate?

If you want to be sure, you can of course also simply ask the consulate in Laos by sending an email. There is an email in the article.
They may want to act as an intermediary. Who knows.

No consulate issues passports. Not even in Laos. Just make an appointment in Bangkok. 10 minutes and then they send your new passport.

An hour and a quarter flight from Udon, then a 30 minute taxi ride. Get out in front of the door and walk in… In short, your new passport will be arranged including transport in one morning. And that for 1x every ten (!) years is too much for some people.
By the way, Vientiane is nowhere on your doorstep. From the nearest border post Nong Khai you are still 30 km away. And then you need the border formalities and even a re-entry certificate for Thailand. Also takes time to arrange this at the Thai Immigration. And time is a heavy concept for the pensioner who prefers to do nothing.
The only place on the doorstep of Vientiane is the place of Sri Chiang Mai, located on the bank of Mekong, on the opposite bank.
