My water meter runs at the most unusual times. If I don't ask for water, it still runs. If I close the tap behind the meter, it slows down but does not stop. The man who takes the meter reading shrugs his shoulders, it's just water after all.
I live in Pattaya and want to consult the water company but where should I go?

If your water meter is running, there is a decrease and that is at your expense.
All connections from the meter are your problem.
The water company is not responsible for this.
I think this is the case all over the world.
Pipe and connections checked (or have them checked), also check the water tank for leaks if you have one.

I had the same problem. The float in the barrel did not work properly and the water dripped out through an opening.
Bought a new float system (300 baht) and put it in and the problem is over.

A warning is in order. I had this problem a few times, like every two years. Float ball came loose and water kept squirting in. So I bought a new one and again after two years. It turned out that the cotter pin of the float on which it revolves was made of steel and because the valve is made of bronze, the pin dissolved due to electrochemical corrosion. Bought another float valve, but coincidentally from a different shop, and the cotter pin was made of... bronze. That float has been in place for 10 years now. Now local Thais say that shops do this to keep you coming back for a new one at regular intervals. As for the leakage over the rubber, and that is also possible, you can pull it out and turn it over and it will last a few years. Better keep a few in stock.
Be careful, that meter turns when water passes, so I think it is just a decrease. I will put pressure on it, because for the same money the sand is washed away underground near the foundations. You will not be the first with this problem.

Install new meter (with lead seal), renew stop tap, check pipes.
Also check the pipe to your meter. I had the same, but it turned out that a water pipe under the house was leaking. They glue those blue pipes here with 'chement', a kind of fake PVC glue.
Nowadays you can also buy the black tyleen hoses. ( are more flexible than that blue boy )
A buddy of mine discovered that his Thai neighbors had made a branch on his water pipe under the crawl space, so he paid for two families hahaha amazing Thailand .
Close the tap in the water pipe that goes to the cistern of the toilet, which is often where the problem lies. Lime stripes in the toilet bowl then indicate that small amounts of water are incorrectly coming out of the cistern.

I've had it before. Only solution: replace all underground pipes. Then it stopped.

We recently had. PLUS a 10x higher bill. There turned out to be 2 causes: the connection AFTER the meter was leaking, just before the “2nd” tap (the tap AFTER the water meter), and the water meter itself indicated far too much. It works with a wheel, etc. In any case: the meter was dismantled and tested for 1 hour at the water company. It turned out that he stated WAY too much. The next day we received a new water meter, and a considerable amount was deducted from the bill.
So go to the water company!
If you close the tap behind the meter (= I assume: you switch off the supply before the water goes through the meter) and the meter still continues to run, then that tap is defective. Don't you have a faucet for the meter, because I would install that if I were you. If we are talking about just the opposite, then you also know what to do.
Furthermore, there may of course be a decrease in water when your storage tank fills up. Worse is when that is not the case, because then you have either a leaking tap or toilet somewhere in the house, or (worse) a leak in a pipe. The latter occurs regularly, especially with pipes that lie in the ground. In the rainy season the ground 'subsides'; once there is a leak in such a pipe, that leak will only get worse due to further subsidence. So check.
Another possibility is, of course, that someone else is using your water. Especially with new construction, 'temporary' connections are made, because it takes some time before you get an official connection (approval of the building plan = house number = the application is only then possible, and even then it will take a while before you get a connection).
