When I was there the first 2 weeks of November they were busy between soi 9 and Mike shopping mall. So it just depends on where in Pattaya you stay.

On a fellow website of thailand blog, thaivisa you can see that spraying the beach is completely pointless. There is a lot of filth that no one is cleaning up. So it's better to find another, cleaner seaside resort. Fortunately, they are still there.

I saw a lot of work on the beach in the week around Loi Kratong. After that, work seemed to stop. At least during the last few times I walked the boulevard in the last week of my stay in Pattaya.
What was ready looked good. except for the places where rainwater was allowed to run into the sea from the beach road.
