What if you have a visa and a CoE but unexpectedly test positive just before you leave? Have you lost your costs for flight and hotel?

I think you can always postpone your flight, but I don't know about the hotel and will probably have to be discussed with the hotel.

At the airline, your seat will fly empty, so you cannot hold the airline liable for this. If you book a hotel with Booking.com, you can cancel in many cases.
With a bit of luck, an airline may be able to transfer you to a later flight.
Perhaps there is an insurance for it. you can ask in Hua Hin.

You arrange an ASQ hotel at the hotel, not at booking.com, etc. 'intermediaries'.

Wednesday the 18th I would fly to Bangkok with Qatar. All documents were in order, I thought. However, one of the desk clerks discovered an incorrect flight number on my COE. A number that I had taken from my eticket. However, the flight number had been changed in the meantime. I was not allowed on board, I was refused a boarding pass. I was furious. I was not informed about the other flight number.
So request a COE again. Fortunately, the Best Western Hotel in Bangkok was not difficult. And I was also able to move my special Covid19 insurance with Daphya to new dates. Only with Qatar I called 8 times before I got someone on the phone who dared to make a decision and rebooked my flight without extra costs. Now for a new corona test and a fit to fly statement. All in all quite a hassle.
That is very sad, James. It is incomprehensible that at such a time no one from the airline – the desk staff are often from a service company – is available to make a decision about this. It would then have been up to Qatar to inform the Thai authorities that the flight number was originally correct and that the changed number was never communicated to the customer.
Reasons enough to check your CoE carefully. With me, the departure date was stated as the year 2029. A simple typo, but given your experience, it could just mean that you are not allowed to board!
In my case I responded by email immediately upon receipt, and the Thai Embassy sent me a new, improved version of the certificate half an hour later.
