A friend told me that Pattaya will open in October to foreigners who are fully vaccinated. Does anyone know if that's correct? And what are the conditions then? Can I book a flight ticket in advance?

Bernhard you can always book a flight ticket. Whether Pattaya will open is another question. I live nearby and doubt it very much.

Think this is another one of the many trial balloons doing the rounds. Dare to tell you with almost 1 percent certainty that unfortunately this will not work. Maybe they will soon join the sandbox project like in Phuket, but this is also all very difficult.
Wow, that is certainly the intention, IF the situation in Phuket, which will start under those conditions on July 1, remains under control. I think a lot depends on that. Booking a ticket already seems risky to me. Suppose you book, but quarantine is still in effect, and you don't want to leave under those circumstances.... but the flight still continues..... lost your ticket?

The story you write here is correct, it really depends on the vaccinations that take place in the areas mentioned such as Bangkok, Krabi, Pattaya and a few more.
But also especially how the sandbox on Phuket will go.
Lost ticket is very resolute Whoever books with KLM has certainly NOT lost his money with other companies, that is very unclear.

In case of cancellation a voucher, even a refund is possible with the more expensive class.
If this is about a 'friend', you are talking about 'hearsay' and most likely he is too. To date, nothing or anything that is official has been published anywhere about this. Ask that friend where his information comes from. If this were to be October, you still have time to book a ticket.
Today I read that already 50% of the foreigners, who had indicated that they wanted to go to Phuket, using the sandbox conditions, have already cancelled. There you have it……

I wouldn't dare dream of that, look at the Sandbox plan for Phuket, we're mid-June and still can't say with any certainty whether it will work by July 1'
If you consider what documents you need to enter Thailand, then I expect zero point zero arrivals in Phuket in the first 2 to 3 weeks of July.
Trying to collect as much information as possible every day seems the safest to me, and certainly not booking before October.
Our patience is being tested, isn't it, but… it's going to be okay.

The condition would be that 70% of local residents have been vaccinated at all times. Well, I can only tell you that I think a thousand Thais received their first injection with AZ here last week.
Their second appointment is set for the end of September. So all those who will now have their turn, I think more than 95% of the population will not receive their second injection until late October.

Lost ticket if unable to fly for any reason. That is not true. Most airlines, especially those based in the Middle East, such as Qatar Airlines, offer flights that you can reschedule free of charge. I used that myself.
Indeed. When you book , book a flexible ticket. I was also able to rebook my Swiss Air ticket 2 times free of charge. Now hopefully November 22 is possible to go. Otherwise, just reschedule.
The mayor of Pattaya has indeed come up with the idea of starting Oct. to realize a similar access to Pattaya as the 'Sandbox' project on Puket. Because you can go anywhere from Pattaya and there is no control over where the tourists go during the stay for 1 days, unlike Puket where you stay on an island, the government has already said in advance that the plan of the mayor will not continues.
