Are there any Belgians who can provide me with the correct e-mail address of the Belgian National Pensions Office to send my life certificate to? I have 3 different addresses myself but none of them work. After 24 hours I get a message from Google, failure cannot deliver mail.

this is, as David H writes, the email address mentioned on the life certificate form itself. I've been using it for years and it works without any problem.
Why don't you mention in your question where you sent it? This way people can immediately see whether you are using a correct or incorrect address. Now it's just guessing what could be wrong or is that the intention?

you have received a letter from the 'pension service' but it is NOT the 'life certificates service'. A life certificate should be sent to the 'Life Certificates Service' and not simply to the 'Pension Service'.
After all, 'Socfis' is the service for Social and Tax Deductions and has nothing to do with life certificates.

This is the address for the paper version of the life certificate. The questioner wants to do it by 'email'. The address for the electronic version is in the TOP LEFT of the life certificate form.
