Lately I haven't heard many complaints about applying for a visa in Amsterdam or The Hague. I myself went to Essen in Germany again this week, only an hour's drive for me. It was very quiet in the embassy.
Handed over my passport. The embassy employee asked if I would like to have a coffee or maybe wait in the consulate. I went for breakfast around the corner where there are several restaurants.
Went back after 30 minutes: “Everything is ready, Hernn Withaar, we thank you for ihren besuch und wunschen ein clean aufunthalt in Thailand.”
An annual visa ready in 30 minutes and no difficult or stupid questions. I was there now for the 3rd time, always friendly, I say more than friendly.

Requested on Wednesday in The Hague last month. Registered delivery on Saturday! Very hospitable friendly embassy employee. You have the choice in The Hague: pick up in two working days or have it sent by registered mail. This shipping only takes place on Friday so take into account the two working days.

Conditions for an annual visa are well known, just look at the site of the Thai consulate. For example, the most important conditions are that you are over 50 and have at least 20,000 euros in the bank or a normal income. An alternative is to marry a Thai woman, then it is also allowed to be younger.

In your case you are right about the O annual visa, but this depends on the personal situation.
For someone who has a Thai as a marriage partner, different standards apply, and they do not have to meet a minimum age, nor do they have to provide proof of income. A copy of the marriage certificate, 2 passport photos, a copy of the Thai passport of the spouse, and the passport of the person who needs the visa, with a residence validity of at least 18 months at the start of the trip, in addition, often asked for a copy of the booking. I was at the immigration CM at 30:6 am on March 30 and the whole room was already full. I have decided to go to Mae Sai on April 22. An Italian friend gave me an address of an agent in town who can do it for 1000bt. Will contact this next time.
I had an OA visa in my expired passport, but this passport was withheld in Belgium when applying for a new passport. So apply for a new visa. Only got a visa O because they made a fuss about the 800 000 Bt on my Bangkokbank account book. It was claimed that it could possibly have been picked up the day before.
Checked with 3 different authorities, so the information below is correct.
If Non-Immigrant-O:
a: apply in NL (or apparently also D): a 3 month Non Immigrant-O visa with single entry
b: after arrival in TH after 60 days: apply for extension 1 year Non Immigrant -O (i.e. 1 year extension)
c: in this case no border runs (just like with retirement visa = Non Immigrant OA)
d: normal 90-day notification at one of the Immigration offices, such as Jomtien (since recently also online);
e: extension possible in TH after 1 year
my experience with the visa application:
consulate Antwerp: applied for a Non Immigrant 0 with the necessary, correctly completed documents: in 10 minutes outside and 4 days later the requested visa delivered at home by registered letter.
Here in Thailand, Chumphon Immigration Office (also called Ranong Immigration) with the necessary documents and bank guarantees, had the Non Immigrant 0 visa converted into a Retirement Visa…. out again in 15 minutes, after paying 1900 THB and everything in order…. no misery, hassle or whatever.
Don't see why some people have so many problems, but can think so.

In CM, conversion from O to OA is not possible. Requested last week. Will see what one wants or can do at the end of my annual visa at the end of 2015.
I don't think you can convert this to an OA anywhere, you can only apply for it in your own country.
I think what is meant here is to convert non o 3 months to an annual extension based on retirement, but that is not OA
