The rules differ per country and sometimes you have to file a return in both countries. That can be quite complicated, especially if you do not know exactly what your rights and obligations are.     When I was still living in Thailand I read in the Saturday paper of Bangkok Post or The Nation, I read both papers, an advertisement of a Dutch accountant and tax advisor based in the Bangkok area. I have forgotten his name after all these years.

    It will be a smaller office than in the list above, but I expect such a person to have a lot of knowledge about 'our' tax treaty, which differs greatly from most treaties.
