Safety measures for boat trips

Are there people in Phuket or the surrounding area who already have experience with the new proposed safety measures of the past tourist season?

Tourists taking a boat trip from Phuket would wear a bracelet. These would be provided with name, address, telephone number and accommodation, stored on a microchip in this bracelet and cost 20 baht. The bracelet also has a GPS system, so that in an emergency you know where the person is. Governor Norraphat Plodthong calls on holidaymakers to arrive in time so that everything can be prepared before the trip starts and the bracelet is ready for use at the boat.

It is unclear what will be done with the bracelet after the trip. Will this remain the property of the person concerned or will it be destroyed. All tour providers are also checked for life jackets and fire extinguishers. Mainly in Rassada, Chalong, Ao Po and Royal Phuket. Furthermore, the faces of both the crew and the holidaymakers are captured on camera.

These were proposed measures at the start of the new tourist season 2017 – 2018. Since little was known about it in the media, the question is now: “Were these well-intentioned measures that were not further implemented?”

I'm on a tourist boat here about 3x a week, and haven't noticed any bracelets. Life jackets are mandatory.

Took a speedboat trip last week and didn't see a bracelet.
Life jackets were there but nothing said about it and no one who used it.
